National register of taxi licence refusals and revocations (NR3)

The National Register of Taxi Licence Refusals and Revocations (NR3) is a way for licensing authorities to share details of individuals who have had a hackney carriage or private hire vehicle or driver licence revoked, or an application for one refused.

It's necessary for assessing whether an individual is a fit and proper person to hold a hackney carriage or private hire vehicle licence. This is a mandatory part of processing applications for these licences.

How we use NR3

We will automatically:

  • check NR3 for details of anyone applying for a new licence or renewing a current licence
  • record on NR3 all decisions to refuse an application for a hackney carriage or private hire vehicle driver licence
  • record on NR3 all decisions to revoke a hackney carriage or private hire vehicle driver licence

What we do with information received from NR3

If we find a match with an applicant's details on NR3, we will ask for more information about the entry from the authority that recorded it.

Information will be processed in line with data protection law. Any information received as a result of an NR3 search will be used only in respect of the specific licence application. It will not be kept after a decision on the application has been made.

What will we record on NR3

The information recorded on NR3 will be limited to:

  • name
  • date of birth
  • address and contact details
  • national insurance number
  • driving licence number
  • decision taken
  • date of decision
  • date decision effective

It will be retained on NR3 for 25 years. It is not intended that any NR3 data will be transferred out of the United Kingdom.
