Local plan latest news 2021/2022

23 March 2022

At the Extraordinary Council meeting on 23 March 2022, the Council voted to adopt the Local Plan. 

The Brentwood Local Plan 2016-2033 now forms part of the statutory development plan, which means it has full weight in determining planning applications and supersedes the Brentwood Replacement Local Plan, August 2005 (Saved Policies, August 2008).

25 February 2022

On 23 February 2022, the Council received the Inspectors' Final Report on the Examination of the Brentwood Local Plan 2016-2033.

The Inspectors' Report concludes that subject to a number of main modifications, set out in the Appendix to their report, the Brentwood Local Plan 2016-2033 is sound, legally compliant and capable of adoption.

The Council has received the draft hearing timetable for the week 6 hearing sessions from the Inspectors. This has been added to the Examination Document Library under F115. The week 6 sessions are scheduled to take place on Tuesday 27 July, Wednesday 28 July and Thursday 29 July. As with previous hearing sessions these will be held virtually with further details available on the Hearing Sessions webpage.

10 May 2021

The Inspectors wish to give relevant participants the opportunity to respond in writing on the Council's additional documents that have recently been added to the Examination webpage, but only where this is applicable to original representations. Comments received that do not relate to original representations will not be accepted.

Written comments must be received by the Programme Officer by noon on Monday 7 June 2021, and must accord with the requirements set out in the Inspectors' guidance note. However, due to the timescales involved, the Inspectors will, in this instance, just accept electronic versions of statements.

During this part of the session the Inspectors confirmed that with regards to the recent examination notes that have been submitted so far and those forthcoming from the Council, that once they have had time to consider these they will then determine if they need further information from participants and if a further session is required. The Council has received an updated draft hearing timetable from the Inspectors. This has been added to the Examination Document Library updating F13.

The updates comprise the following.

  • Matter 8 Housing provision moved from Tuesday 9 February to Tuesday 9 March. There are no hearing sessions now scheduled for Tuesday 9 February.
  • Two reserve days have been added on Wednesday 10 and Thursday 11 March which now comprises week 5 of the timetable.
  • Matter 11 Retail provision moved from 12pm to 2pm on Thursday 11 February.
  • Matters 13a Strategic policies and future proofing, 13b Natural environment and 13c Historic environment moved from Thursday 11 February at 2pm to Friday 12 February at 2pm.
  • Matter 7c Site allocations Brentwood town continuation of discussions on car park sites only (Policies R10, R11, R13 and R14) to be held on Thursday 25 February at 2pm.

The Inspectors have also issued the following statement.

'In response to the additional evidence recently submitted to the Examination by the Council during December and January, the Inspectors wish to remind participants to familiarise themselves with any documents applicable to their representations, as some may be referenced and discussed in the forthcoming hearing sessions. Any participants wishing to make comments should do so verbally at the appropriate session.

In relation to the updated Transport Assessment evidence (F65, F66 and appendices), this will be predominantly discussed as part of Matters 12a and 6 in Week 4. Whilst the Inspectors are content for any comments to be given verbally in the relevant hearing sessions, should any participant wish to make any written comments on this updated evidence, as it is relevant to original representations, please do so by Wednesday 17 February 2021.

The Inspectors also wish to give relevant participants the opportunity to respond in writing on the Council's additional evidence on the settlement hierarchy (F59) and employment premises vacancy rate (F62), where this is applicable to original representations. Notwithstanding that verbal comments may be made for the former part of the site allocation sessions, and the latter under Matter 10, any additional written comments on this evidence can also be submitted by the above date.

All further written statements must accord with the requirements set out in the Inspectors' guidance note. However due to the timescales involved, the Inspectors will, in this instance, just accept electronic versions of statements.'

The timings for sessions on Wednesday 3 February are now as follows:

  • First morning session (Matter 7e Urban neighbourhoods) 09:30 to 11:30
  • Second morning session (Matter 7f Large villages West Horndon only) 12:00 to 13:00
  • Afternoon session (Matter 7g Rural villages Kelvedon Hatch and Blackmore) starts at 14:00

Friday 26 February has been added as a reserve day.

The Inspectors have issued an updated Hearing Programme which has been added to the Examination Document Library under F13.

The changes to the Hearing Programme include an additional day on Tuesday 23 February and the two reserve days of Wednesday 24 and Thursday 25 February being used as sitting days for the hearing sessions.

The Council has also added to the Examination Document Library hearing statements from Redrow Homes for the weeks 2 and 4 hearing sessions under G7AU2 and G12G.
