May 2025 update
The Council undertook a Call for Sites consultation between 18 December 2023 to the 4 March 2024. A total of 133 site submissions were received for consideration.

Sites submitted during the Call for Sites are now available to view on the interactive map. This provides the location of the site and limited information including the site address, site area, proposed use and unique ID number. This can also be viewed within the Call for Sites Report (PDF).
Important Clarification - Please note: the publication of this information does not imply any endorsement or approval of the submitted sites. This stage is purely to gather evidence on land availability across the Borough.
Next Steps: Strategic Land Availability Assessment (SLAA)
Information collected during the Call for Sites consultation will feed into the Strategic Land Availability Assessment (SLAA), which is an important source of evidence to inform plan-making and decision-taking. It will consider whether each of the submitted sites could be considered suitable, available and achievable for their proposed uses.
The SLAA Proposed Methodology was published alongside the Call for Sites consultation from 18 December 2023 to the 4 March 2024.
All comments that were submitted have been reviewed and the required modifications to the methodology have been made. This information is presented in our SLAA Methodology Consultation Responses Summary (PDF).

The SLAA will not definitively allocate land for development but will inform the Brentwood Local Plan Review, and during that process we will consult on possible options for new site allocations. Any sites proposed for development through the Local Plan process will be subject to consultation.
Purpose of the Call for Sites
The Call for Sites is an important early step in the Local Plan process. It invites landowners, developers, and community members to suggest land that may be suitable for a range of future uses. This helps the Council build a robust evidence base of potentially available land, both greenfield and brownfield for:
- Housing and other residential uses such as specialist housing for older persons and also including Gypsy and Travellers sites
- Commercial - including employment, retail, sports and leisure and logistics
- Infrastructure – including community uses
- Green infrastructure - including open spaces and biodiversity net gain.
It is important to note, the Call for Sites exercise will not in itself determine whether a site should be allocated for development. All sites will need to be further assessed and the overall strategy for the Local Plan Review will be informed by a number of evidence base documents and feedback from consultations. The submission of a site through the Call for Sites process does not give them any planning status, nor does it determine any future planning status.
Call for Site Submissions
To ensure our evidence base remains comprehensive and up to date, the online Call for Sites submission form will remain open on a rolling basis. This allows for new or amended submissions, including those for non-development uses, to be considered over time.
All submissions will go through a validation process and we will contact you if we require further information.
