On Street Parking
All on street parking services are now delivered by Chelmsford City Council as part of the South Essex Parking Partnership, which delivers on-street parking enforcement in Brentwood, Basildon, Castle Point, Chelmsford, Maldon and Rochford. The Council is also part of the South Essex Partnership Joint Committee, which takes responsibility for the decision making of the new operation.
Information and changes that have been implemented by South Essex Parking Partnership (SEPP) for on-street parking during the coronavirus pandemic is available on Chelmsford City Council’s website.
All on street new and renewal residents and visitor parking permits, the processing of penalty charge notices/recovery of fines and all associated enquiries and administration are delivered by Chelmsford City Council.

The easing of the lockdown restrictions is enabling the re-opening of many businesses within the Borough, particularly in our high streets. The number of visitors to the Borough will therefore increase and to ensure our car parks are controlled and managed safely the Council will be operating full patrols and parking enforcement within the Council run car parks from 15 June 2020.

Calls cost no more than calls to geographic numbers (01 or 02). Calls from landlines are typically charged up to 9p per minute; calls from mobiles typically cost between 3p and 40p per minute depending on your network provider. Calls from landlines and mobiles are included in free call packages.

Please Note: Due to the circumstances regarding COVID-19 the shopmobility scheme is currently suspended and will resume on Tuesday 21 July 2020.
Our Shopmobility scheme is located and ran from the Coptfold Road Multi-Storey Car Park on Level 3.
We have 8 electric mobility scooters and 1 manual wheelchair. Please see the weight restrictions below:
4 x four-wheeler – max weight capacity 300lb / 21 stone (Scooter Numbers 1, 2 , 3 & 4)
2 x four-wheeler – max weight capacity 350lb / 25 stone (Scooter Numbers 5 & 6)
2 x three-wheeler – max weight capacity 300lb / 21 stone (Scooter Numbers 7 & 8)
1 x manual wheelchair – max weight capacity 225lb / 16 stone
Our shopmobility scheme is free to sign up to and is available to people with either disabilities and/or mobility issues. A Blue Badge is not required to sign up to the scheme.
- You will be required to bring in 2 forms of ID with you for your initial shopmobility session.
- You will need to pass a simple test to show that you are able to use the equipment safely and correctly.
- You must book a scooter at least one day in advance and scooters are assigned on a first come first serve basis.

We are committed to making parking facilities as easy to use as possible for everybody.
Dedicated bays for disabled badge holders are provided in most of the public car parks.
Parking is free for Blue Badge holders in our Pay and Display car parks for a maximum period of three hours.
