Dunton Garden Suburb is a cross boundary opportunity involving Brentwood and Basildon Borough Councils. The project explores a potential development opportunity on land to the east of West Horndon (in Brentwood Borough) and west of Laindon (in Basildon Borough).
East of England Plan (Communities and Local Government, May 2008)
The now revoked Regional Spatial Strategy (RSS) for the East of England, the East of England Plan, set out a regional framework to inform the preparation of local planning policies. This included housing and employment targets for each local planning authority in the region.
Economic Futures 2015-2030 (Nathaniel Lichfield & Partners, 2014)
The study provides: economic forecasts for Brentwood Borough for three alternative scenarios; assesses future space needs for offices, industry and warehousing; considers the balance of demand and supply for employment land; and provides a high level job capacity analysis of identified potential employment sites
Employment Land Review (Atkins, 2010)
The Employment Land Review analyses future demand for employment land, forming part of the evidence base and associated policy recommendations to assist in preparation of the Local Development Plan.
Five Year Deliverable Housing Supply Assessment
Local planning authorities are required to identify and update a supply of deliverable sites sufficient to provide five years worth of housing against their housing requirements. The Council publishes a document each year setting out the position for the next five years.
Greater Essex Demographic Forecasts (Edge Analytics)
Essex Planning Officers Association (EPOA), representing local planning authorities in Essex, identified the need for early collaboration between authorities on the preparation and use of demographic information, particularly in light of changes to the planning system and revocation of the East of England Plan. This project has been conducted in four phases to provide a range of demographic forecasts representing a variety of scenarios in order to form part of the evidence base for Local Plans.

Gypsies and Travellers DPD: Issues and Options
Early stages of work to produce a separate Gypsies and Travellers DPD was undertaken, as required by the previous government. Two consultations were carried out at the first stage of DPD preparation, Issues and Options. The first consultation was during July-September 2007 and the second took place during May-July 2008.
Gypsies and Travellers DPD: Pre-Submission Draft
In March 2009 the Council resolved that it would be in the best interest of the Borough to provide 15 additional permanent residential Gypsy and Traveller pitches by 2011, as required in the now revoked East of England Plan. Consultation took place during December 2009-February 2010.
Heart of Essex Economic Futures (Nathaniel Lichfield & Partners, 2012)
Brentwood, Chelmsford and Maldon Councils commissioned work to study projected economic growth in the Heart of Essex sub-region. The study sets out economic growth scenarios to enable the Councils to reach an informed view of the economic future and job growth aspirations in light of revocation of the East of England Plan and its associated targets.
Heart of Essex Housing Growth Scenarios (Roger Tym & Partners, 2012)
Brentwood, Chelmsford and Maldon Councils commissioned a study of housing growth scenarios for the Heart of Essex sub-region. Housing and Economic Land Availability Assessment (HELAA) (2017)
The Council is currently updating its housing and economic land availability assessments for the Borough. This update includes a review of previously submitted site information plus a call for new sites, which will also be assessed as part of the HELAA process. The HELAA forms a key component of the evidence base to underpin policies in the new Local Plan for housing and economic development, including supporting the delivery of land to meet identified need for these uses.

Retail & Commercial Leisure Study (Nathaniel Lichfield & Partners, 2014)
The study provides a qualitative analysis of the existing retail and leisure facilities within the Borough, and a quantitative and qualitative assessment of the need for new retail, leisure and other main town centre uses.
Retail and Commercial Leisure Study (Chase & Partners, 2011)
This study assesses current retail and indoor commercial leisure provision, capacity, future needs and demand as well as market conditions across the Borough. This helps provide evidence to guide decisions regarding retail and commercial leisure, and inform the Local Development Plan.
Statement of Community Involvement (SCI)
The SCI sets out how the Council will involve and engage with the wider community in preparation and review of Local Plan documents, and when considering and determining planning applications. It addresses what the Council is seeking community involvement on, how and when the community will be involved, and who will be involved.
Strategic Flood Risk Assessment (SFRA) Entec, 2011)
The SFRA characterises flood risk throughout Brentwood Borough based on a range of information sources. This SFRA forms a Level 1 assessment providing an evidence base to support spatial planning decisions across the Borough and in support of Local Development Plan preparation.

Strategic Housing Land Availability Assessment (SHLAA) (Atkins, 2011)
The primary role of the SHLAA is to identify sites with potential for housing in the Borough in order to show where housing could be provided over the next 15 years. Identification of land as having potential for housing does not mean that the land will be allocated or granted planning permission. The SHLAA provides independent evidence to support future plan-making, it is not a statement of Council policy.

This updated SHMA follows on from the Objectively Assessed Housing Needs for Brentwood (Peter Brett Associates, 2014), which effectively becomes Part 1 of the SHMA. Surface Water Management Plan (SWMP) for Brentwood Borough (JBA Consulting 2015)
Essex County Council, in its role as Lead Flood Risk Authority, commissioned JBA Consulting to complete a Surface Water Management Plan (SWMP) for Brentwood Borough. The report establishes a long-term action plan to manage surface water and will help to inform future capital investment, maintenance, land-use planning, emergency planning and future developments. It also forms part of the Local Development Plan evidence base.
Sustainability Appraisal (SA)
The Council is required to carry out Sustainability Appraisals for certain planning documents in order to ensure that policies and proposals contribute to the objectives of sustainable development.
Water Cycle Study (Entec, 2011)
The Water Cycle Study assesses the capacities of water bodies and water related infrastructure to accommodate future development and growth in Brentwood Borough. The Study comprises Scoping and Outline phases of a Water Cycle Study, in line with Environment Agency guidance.
