Planning Permission and House-Building

Request

Please find below a number of questions about planning permission and house-building.

1. How many new dwellings have been given planning permission in each of the last five years (2009-2013)?

2. On how many new dwellings has work started in each of the last five years (2009-2013)?

3. How many new dwellings were there with outstanding planning permission, but on which work had not started, at December 31st in each of the last five years (2009-2013)?
4. Of those new dwellings with outstanding planning permission, but on which work had not started, at December 31st 2013 how many were granted planning permission

a) after January 1st 2013?

b) between January 1st 2012 and December 31st 2012?

c) before December 31st 2011?

5. Please could you provide a table containing the details all current residential sites of 10 or more dwellings with outstanding planning permission, on which work has not started, including a) the reference number, b) location, c) total number of dwellings approved, and d) the number of dwellings on which work has not yet started.

Response

Request:

1. How many new dwellings have been given planning permission in each of the last five years (2009-2013)?
The Council monitors residential data by financial year, i.e. 01 April to 31 March. The below data is taken from the Council’s Residential Land Monitor, undertaken by Essex County Council on behalf of Brentwood Borough Council as part of a Service Level Agreement between the authorities.

2011/12: 136
2012/13: 90

2. On how many new dwellings has work started in each of the last five years (2009-2013)?

The below data has been taken from the Council’s Residential Land Monitor per relevant financial year. Data has been extracted according to outstanding planning permissions which is not always an exact science, i.e. there may be some overlap for planning permissions that have previously been given approval but are renewed etc.

3. How many new dwellings were there with outstanding planning permission, but on which work had not started, at December 31st in each of the last five years (2009-2013)?

The below data has been taken from the Council’s Residential Land Monitor per relevant financial year, as above. Data is provided at 31 March each year rather than 31 December as requested. It is not possible to provide a view at 31 December without a significant time increase to extrapolate data.
