Parking Fines

Request

I would like information on the following requests:

1. I request accurate information on how many fixed penalty notices/parking fines were issued in 2009 and then 2010 and then 2011.

2. What was the total revenue collected for each year?

3. Supply a breakdown of the costs associated with issuing such notices.

4. What was the profit spent on?

5. Where funds are paid into your accounts, what is the trading name on the account?

6. How much of this fund is paid to the victims?

Bus Lane Fines/FPN

1.  I request accurate information on how many fixed penalty notices/bus lane fines were issued in 2009 and then 2010 and then 2011.

2. What was the total revenue collected for each year?

3. Supply a breakdown of the costs associated with issuing such notices.

4. What was the profit spent on?

5. How much of this fund is paid to the victims?

Speeding Fines/FPN

I request accurate information on how many fixed penalty notices/speeding fines were issued in 2009 and then 2010 and then 2011.

2. What was the total revenue collected for each year?

3. Supply a breakdown of the costs associated with issuing such notices.

4. What was the profit spent on?

5. How much of this fund is paid to the victims?

I also require information on the following points:

1. How is it decided which roads should have parking restrictions and by whom, and on whose authority.

2. How the roads speed limits are created, what factors are considered and who considers them and on whose authority?

3. Who decided where to place all the bus lanes and on whose authority?

 

 

Response

I write in response to your freedom of information request on parking fines. For the purpose of clarity I advise that Brentwood Borough Council issues Penalty Charge Notices in it's car parks only in line with the legislation that is applicable under the traffic management act 2004. we do not issue parking fines, fixed penalty notices, speeding fines or bus lane fines. the Authority is not responsible for the on street Enforcement as this falls to Essex County Council as the Highways Authority under the lead of Chelmsford City Council who now administer the whole of the south of Essex for on street matters.
In relation to Brentwood Borough Council car parks if you still require the information on PCN issue and recovery as your request seems to refer to on street only, I can confirm that for the year 2009 there were 2047 penalty charge notices issued for contravention of the off street orders in the Boroughs car parks the recovery value was £46,119.80.
for the year 2010 1308 PCN's were issued with a recovery value of £30,725.00 and for the year 2011 2311 PCN's were issued with a recovery value of £52,780.00. All revenue from the car parks is used to fund the Council's services and any surplus would be utilised to improve these.
