Freedom of Information Request: supply of housing sites

I am seeking information on a planning policy matter.

Under paragraph 47 of the National Planning Policy Framework, Brentwood Borough Council is required to have 'a supply of specific deliverable sites sufficient to provide five years worth of housing against their housing requirements', plus 5% or 20% depending on the council's delivery record.

1) Is Brentwood Borough Council required to have five years plus 5% OR five years plus 20% supply of specific deliverable sites?

2) Has the council already identified the required five years plus 5% or five years plus 20% supply of specific deliverable sites? If not, at what date does the council predict it will have identified the required supply?

Brentwood Borough Council is also required by the NPPF to 'identify a supply of specific, develop-able sites or broad locations for growth, for years 6-10 and, where possible, for years 11-15'.

3) To what extent has the council been able to identify a 6-10 year supply and a 11-15 year supply?

Further to your Freedom of Information Request relating to the supply of housing sites, Brentwood Borough Council’s can respond as follows:-

Under paragraph 47 of the National Planning Policy Framework, Brentwood Borough Council is required to have 'a supply of specific deliverable sites sufficient to provide five years worth of housing against their housing requirements', plus 5% or 20% depending on the council's delivery record.

1. Is Brentwood Borough Council required to have five years plus 5% OR five years plus 20% supply of specific deliverable sites?
This is set out in the Council’s Five Year Housing Supply Assessment 2012-2017 (July 2012), available to view on the Council’s website at www.brentwood.gov.uk/index.php?cid=1593. Brentwood Borough has had consistent levels of housing oversupply for the last 10 years compared with the annual RSS target of 175 dwellings per year. Therefore, the assessment assumes an additional 5% in addition to five years supply.

2. Has the council already identified the required five years plus 5% or five years plus 20% supply of specific deliverable sites? If not, at what date does the council predict it will have identified the required supply?
Five Years worth of housing supply plus 5% has been identified for Brentwood Borough, as set out in the latest assessment published in July 2012 (www.brentwood.gov.uk/index.php?cid=1593).

Brentwood Borough Council is also required by the NPPF to 'identify a supply of specific, developable sites or broad locations for growth, for years 6-10 and, where possible, for years 11-15'.

3. To what extent has the council been able to identify a 6-10 year supply and a 11-15 year supply?
The forthcoming Brentwood Local Development Plan will replace the current Replacement Local Plan (2005) and set out allocated land to supply housing for the next 15 years. Residents and stakeholders will be able to take part in the next stage of consultation as part of work to produce the Plan. Updates on progress and consultation dates will be set out in due course on the Council’s website at www.brentwood.gov.uk/index.php?cid=694
