1. What % of your borough/district is Metropolitan Green Belt (MGB)?
2. How many planning applications for residential development have you refused for Green Belt reasons between 01 January 2007 and 31 December 2011 (or within a similar 5 year period). Approximately how many dwellings does this equate to?

Response

1. What % of your borough/district is Metropolitan Green Belt (MGB)?
Approximately 80% of the Borough is within the Metropolitan Green Belt, or 13,730ha.

2. How many planning applications for residential development have you refused for Green Belt reasons between 01 January 2007 and 31 December 2011 (or within a similar 5 year period). Approximately how many dwellings does this equate to?
The Council monitors use of Replacement Local Plan (2005) Policy GB1, restricting inappropriate use of the Green Belt. This is shown in our Annual Monitoring Reports (AMRs), all available to view on the Council’s website at www.brentwood.gov.uk/index.php?cid=880. The most recent AMR covers April 2010 to April 2011. Information since April 2011 will be set out in the forthcoming 2011/12 AMR, but this has yet to be published. These AMRs set out planning applications approved against Policy GB1, but not those refused. It is not possible to retrieve refusals against this policy without trawling through years of previous planning applications. Annual use of policies (shown in AMR appendices) set out that Policy GB1 is one of the most used policies, mainly relating to refused applications. These will be for various types of development, not all proposing new dwellings. However, the amount of proposed dwellings refused in the Green Belt is not monitored.
• 2010/11 AMR shows that five permissions were granted for inappropriate development in the Green Belt (page 32).
• 2009/10 AMR shows that no permissions were granted for inappropriate development in the Green Belt (page 41).
• 2008/09 AMR shows that three permissions were granted for inappropriate development in the Green Belt (page 40).
• 2007/08 AMR shows that three permissions were granted for inappropriate development in the Green Belt (page 41).

3. What density figure (dwellings per hectare) do you currently apply to residential development (not in the MGB)?
Density will vary according to location, no one density is applied across the Borough’s urban areas. Replacement Local Plan (2005) Policy H14 sets out the position on housing density, with no less than 30 dwellings per hectare applied, and no less than 65 dwellings per hectare in town centres. Replacement Local Plan (2005) policies can be viewed on the Council’s website at www.brentwood.gov.uk/index.php?cid=49.

4. Do you plan to review your Green Belt boundary in the next 5 years?
It has yet to be decided. The forthcoming Brentwood Local Development Plan, which will replace the current Replacement Local Plan (2005), will set out in time whether such a review will be undertaken.
