Social housing allocation and ex-service personnel

Request


I would like to make a request under the FOI Act, regarding your social/affordable housing policy in relation to former military personnel.

For the purposes of the Act, the date of your receipt of this request will be 24 April 2012.

Under the FOI Act please see below:

1. Firstly please confirm whether or not you have a specific housing policy for former military personnel? In particular please clarify if you have a specific housing allocations policy for ex-service personnel?

2. I would like to obtain electronic copies of your policy documentation relating to former military personnel and housing allocation. If there is no existing documentation please fully outline your housing allocation policy for ex-service personnel.

3. Please confirm if you have had any formal or informal meetings to discuss the issue of social and affordable housing and former military personnel during the past 12 months?

4. Where there has been a meeting (formal or informal) to discuss the issue of former military personnel and social or affordable housing within the past 12 months I would like to obtain a transcript of
conversations or meeting minutes.

5. I would also like to obtain copies of existing documentation relating to future policy proposals relating to former military personnel and housing.

6. Where future meetings may be scheduled to discuss the issue of former military personnel and social/affordable housing stock please give details including dates and locations.

I would be grateful if you can supply an electronic copy of your documentation.

I would also be very grateful if you would kindly acknowledge receipt of this request as recommended by the ICO ('It would be good practice to acknowledge receipt of requests and to refer to the 20 working day time limit, so that applicants know their request is being dealt with').

Please confirm whether or not you have a specific housing policy for former military personnel? In particular please clarify if you have a specific housing allocations policy for ex-service personnel?


Members or former members of HM Forces are entitled to points as per the Council’s Allocation Policy according to their housing circumstances. In addition to general allocation policies, there are three specific policies that relate to HM Forces personnel:

· Applicants serving in the HM forces may apply for our Housing Register and be placed on the deferred list until they have received formal notification that they have to leave

· Applicants in HM Forces receive 5 priority points, being “Level 1” lacking security / homelessness. This reflects the fact that they are immediately able to remain but could receive short notice to leave at any time

· Members of HM Forces who otherwise would not qualify for local connection points qualify for 10 points, subject to strong family or employment connection with Brentwood and having their position confirmed by the Commanding Officers of the relevant force.

There have been no specific formal or informal meetings to discuss the issues of social and affordable housing for former military personnel during the past 12 months. However, the Council’s Health & Housing Board on 6 February 2012 discussed the timetable for the review of the Council’s Allocation Policy, which will include reviewing existing policies to incorporate emerging Government guidance on allocation policies for former military forces personnel.

There are no documents yet relating to future policy proposals relating to former military personnel in housing beyond those already referred to.

The only date currently scheduled is the Council’s Health and Housing Panel of 22 January 2013, at which the draft new Allocation Policy is due to be discussed. The meeting will commence at 7pm at the Town Hall. Proceedings can also be viewed by live webcast on the Council’s website www.brentwood.gov.uk
