Under the Freedom of Information Act, please could you provide me with information about the amount of money the council has collected in unreturned change or money recorded as over-vend from car parking meters/machines in 2010/11, 2011/12, 2012/13, 2013/14,
2014/15 and 2015/16.
Could you also provide me with the the total number of car parking meters/machines the council was responsible and the number equipped to take non-cash forms of payment (e.g. card or mobile app) in each of those years (2010/11, 2011/12, 2012/13, 2013/14,
2014/15 and 2015/16). For example, with the second part if a council car park has three payment machines but drivers can pay through an app for the car park as a whole, that would be three payment machines with non-cash forms of payment.
Brentwood Borough Council only holds the data you have requested in part.
The Council does not collate data in respect of over vends. It may be possible to analyse each of the estimated 9 million transactions that have been made at our P&D machines over the period of your enquiry to extract the data. The number of tariff changes over this period combined with new machines from different manufacturers being purchased will require 2 sets of data to be interrogated which will further complicate the exercise. My initial estimate is that 50 man hours of work will be required to deliver the information you have requested. Please be aware that there will be a charge that may exceed £800.00. In response to your other questions;-
The Council has operated 16 P&D machines since 2014. Prior to this the number was 13.
Pay by phone has been offered in all our P&D car parks since 2013.
