Social Value (commissioning & procurement)

Request

I am writing under the Freedom of Information Act 2000 on behalf of Social Enterprise UK to request information regarding the Authority’s use of the Public Services (Social
Value) Act 2012.


The Department for Communities and Local Government published revised Best Value Statutory Guidance on 1st March 2015 stating: “Authorities can…apply the concept
of social value more widely than this and this Guidance recommends that authorities consider social value for other contracts (for example below the threshold or for good and works) where it is relevant to the subject matter of the contract and deemed to be
beneficial to do so”.

We are keen to learn more about how widespread and how embedded social value is in the work of local government across England and Wales. We also know that there is a great
deal of hitherto largely unrecognised good work going on and are keen to highlight and share best practice.

To this end I submit the following requests for information on behalf of Social Enterprise UK under the Freedom of Information Act 2000:


1. A copy of, or link to, the Authority’s social value policy, strategy, framework or similar document if there is one.


2. How and whether the Authority has applied the concept of social value more widely than is required.


3. The percentage of the Authority’s tenders over the past 12 months where the Public Services (Social Value) Act 2012 has been applied
(that is to say, how much use does the Authority make of the Act).


4. Where social value is included in assessing tenders, the average weighting that it is given in your scoring across those contacts.


5. A copy of, or link to, any evaluation or estimation of savings made as a result of the Authority’s application of the Social Value Act.


6. Where the responsibility for social value sits within the Authority (e.g. with the head of procurement or with a cabinet member).


7.
If you monitor it, how many social enterprises supplied the Authority in the last financial year.


8.
The percentage of suppliers which accounted for 80% of your spend in the last financial year.

In response to your FOI request, I can confirm the following:

1. A copy of, or link to, the Authority's social value policy, strategy, framework or similar document if there is one.
Brentwood Borough Council does not have a policy specifically about social value, but is in the process of incorporating the Social Value Act into its Standing orders.

2. How and whether the Authority has applied the concept of social value more widely than is required.
The Authority has not applied the concept of social value more widely than is required.

3. The percentage of the Authority's tenders over the past 12 months where the Public Services (Social Value) Act 2012 has been applied
(that is to say, how much use does the Authority make of the Act).

4. Where social value is included in assessing tenders, the average weighting that it is given in your scoring across those contacts.
