Citizens Advice is the statutory consumer watchdog for energy consumers and as such we are concerned with ensuring consumers get the fairest possible experience with regards to their energy supply in both the regulated and non-regulated sectors. Supply of heat to consumers is not currently regulated and has led to increasing concerns with regards to the service heat consumers are receiving. As such Citizens Advice want to understand what the real issues are and how we might best address these through working with Government, suppliers and consumers directly.
I am writing to request information from you regarding district heating and heat networks operating within your local authority area. This is a formal request for information using the power Citizens Advice holds under section 24 of the Consumers, Estate Agents and Redress Act 2007. Section 24 confers a broad power under which Citizens Advice can be allowed access to information, or documents, that might normally be considered confidential.
This information request will form the first part of the process to gather more robust evidence on the provision of heat to consumers than is currently available.
I would be grateful if you could complete this online questionnaire on behalf of your local authority by 28th August 2015. If you are unable to complete the questionnaire fully but can pass it along to an organisation responsible for operating any district heating or heat networks in your area then please do so. Any organisations, persons or businesses supplying heat to consumers in your area will also be subject to this section 24 CEAR 2007 information request.
